PEZA MC No. 2023-041: Deferment of the Implementation of the Expanded Electronic Zone Transfer System for Interzone Transfers

On 31 August 2023, the Philippine Economic Zone Authority (“PEZA”) issued Memorandum Circular (“MC”) No. 2023-041 wherein the PEZA advised that PEZA Management has decided to defer the mandatory implementation of the interzone transfer under the Expanded Electronic Zone Transfer System (“EZTS-Phase 2”).

The mandatory implementation of EZTS-Phase 2 was previously set to take effect on 01 September 2023 as provided in PEZA Memorandum Order No. 2023-006 (or the ‘Implementation of the Expanded Electronic Zone Transfer System (EZTS-Phase 2) – Enhanced Intrazone and Interzone Transfer of Goods Between PEZA-Registered Enterprises’).

To properly address the recent issues brought to the attention of PEZA Management in securing the General Transport Surety Bond (“GTSB”), which is a requirement for the EZTS-Phase 2, the PEZA Management decided to defer for 1 month the mandatory implementation of the interzone transfer under the EZTS-Phase 2. 

To emphasize, the deferment pertains only to interzone transfer. For intrazone transfer, the mandatory implementation set on 01 September 2023 shall proceed as scheduled since the same does not require GTSB.
