DOE Advisory: Submission of 2023 RPS Reportorial Requirement

The Department of Energy (“DOE”) issued an Advisory dated 09 June 2023 enjoining all Mandated Participants to submit their individual 2023 Renewable Portfolio Standards (“RPS”) Requirement and Compliance Forms (“RPS Form”) using actual data sets for the period of 2018-2022 and projections for planning period 2023-2032. 

The submission of the following should be made via electronic mail at rps_remb@doe.gov.ph not later than 01 August 2023. 

1. Actual data sets for period 2018-2022 and projections for planning period 2023-2032:

1. Net Electricity Sales, (less own use);
2. Generation under Net-Metering Agreements, those installed within the premises of the end-users, under the Green Energy Option Program, and from the first round of Green Energy Auction Program (“GEAP”), if applicable; and
3. Supply Contract details.

2. Duly accomplished and signed copy of the 2023 RPS Form. All data entries should be consistent with the Mandated Participant’s 2023 Distribution Development Plan submissions; and

3. Affidavit executed by the General Manager or any officer of equivalent rank to attest to the truthfulness and veracity of all data sets and information indicated in the 2023 RPS Form. 

Failure to comply with this mandate may result in applicable liabilities under Section 36 of Republic Act No. 9513, otherwise known as Renewable Energy Act of 2008, and Sections 23 and 24 of DOE Department Circular No. DC2017-12-0015.
