Christine Antonio

Christine is a Philippine attorney specializing in transactional, infrastructure and corporate law. 

She possesses extensive experience in the Public Private Partnership (PPP) sector. In her former role as Director for the Project Development Service of the PPP Center of the Philippines, she managed all the PPP projects then in the government pipeline, from the structuring of the project to securing the necessary government approvals, bidding, and award. Since joining OS Law, Christine has worked on various PPP engagements, advising both the government and the private sector. Among her notable engagements include advising the Department of Transportation and the PPP Center of the Philippines in the development of the Manila Bay-Pasig River-Laguna Lake (MAPALLA) Ferry System PPP Project, assisting and advising a foreign bidder in their participation in the bidding for an airport project, and assisting various private proponents in the preparation of unsolicited PPP proposals to the government for rail transport projects, defense, power generation, and water supply projects; advising them on the PPP structuring and preparing the draft Concession Agreement required to be submitted to the government. 

She has also worked on energy and infrastructure projects in relation to traditional government procurement and construction-related advisory work such as EPC structuring, licensing, and review and negotiation of EPC contracts. Among her notable engagements include advising a foreign bidder in their participation in one of the contract packages of the North-South Commuter Rail Project bidded out by the government, assisting and advising a foreign contractor for the Metro Manila Subway Project in the procurement of construction license, and acting as transaction counsel for a foreign solar energy company and its consortium in the drafting and negotiation of the EPC contract for the construction of a 68 MW solar generation facility to be located in Northern Luzon.

She also has substantive experience in financing. Since joining OS Law, she has assisted several financing institutions and foreign investment funds in their lending transactions in the Philippines, advising on the applicable laws and regulations on foreign loans, recommending appropriate security packages, and preparing, reviewing, and negotiating all relevant loan and security documents. Among her notable engagements include advising a Chinese banking institution in the USD 300 million financing of the construction and installation of ICT safety monitoring systems in several cities in the Philippines, and acting as transaction counsel for a North American Fund in the USD 45 million term loan facility provided to a Philippine lending company.

Christine obtained her Bachelor of Laws degree from the University of the Philippines where she was awarded the Dean’s Medal for Academic Excellence. She holds a Master of Corporate Law degree from the University of Cambridge graduating with First Class Honours. She was admitted to the Philippine Bar in 2007.
