Lyra Flores-Bisnar

Lyra is a corporate and mergers and acquisitions lawyer with extensive legal experience across Southeast Asia.

She was previously a Partner at Kelvin Chia Partnership in Singapore and a Principal Foreign Attorney at Kelvin Chia Yangon Ltd. in Myanmar, where she supervised regional transactional teams and advised on mergers and acquisitions, foreign direct investments, regulatory compliance, intellectual property matters, and large-scale development projects across Myanmar, Singapore, Thailand, Vietnam, Indonesia, and the Philippines.

Earlier in her career, Lyra served as Assistant Secretary in the Office of the Chief Presidential Legal Counsel of the Philippines, and worked as an associate at one of the Philippines’ leading law firms.

Lyra holds a Master of Corporate Law degree from the University of Cambridge, and a Juris Doctor degree from Ateneo de Manila University Law School, graduating with honors.

She is admitted as an Attorney and Counsellor of Law in the Philippines and is also a Solicitor of the Senior Courts of England and Wales. She has been recognized as a Notable Practitioner for Corporate and M&A in Myanmar by Asialaw Profiles (2020–2025) and was included in the WTR 1000 list of the World’s Leading Trademark Professionals (2024).
