Jude Ocampo

Jude Ocampo is the Managing Partner of Ocampo & Suralvo Law Offices (OS Law), where he leads the firm’s M&A practice group and co-leads its tax practice group. He is also among the four partners in the firm’s power & energy practice group.

Over more than two decades, he has advised on cross-border transactions spanning Asia, Europe, and North America.

Jude’s transactional practice sits at the forefront of the Philippines’ energy transition. He advises on complex financing and investment structures for solar and wind projects, including multi-closing investment and shareholder arrangements involving international strategic investors, as well as on large-scale energy infrastructure such as transmission interconnection projects.

His cross-border M&A practice regularly navigates complex, deal-specific issues spanning Philippine corporate law, treaty relief, capital gains structuring, and buyer- and/or seller-side protections in inbound and outbound transactions. This work is complemented by his advisory experience in foreign investment liberalization, competition law, telecommunications and fintech regulatory frameworks, as well as corporate restructurings, reorganizations, and rehabilitations.

On the tax side, Jude structures tax-efficient investments and represents clients in Bureau of Internal Revenue tax audits and, together with the firm’s disputes team, represents clients in the Court of Tax Appeals. Prior to OS Law, he held senior roles at KPMG Philippines, Deloitte Central Asia, and EY in Central and Eastern Europe, and served as Regional Tax Director and Deputy Head of Regional Tax at DFDL. 

His government service includes a term from 2004 to 2005 as Assistant Secretary for Legal Affairs at the Philippine Department of Trade and Industry, and subsequently at the Department of Finance in 2025.

Jude holds an LLM from Harvard Law School, where he was awarded the Ayala and the Lopez Scholarship Grants, and the Landon H. Gammon Fellowship for Academic Excellence; an MBA in Finance and Supply Chain Management from UNC’s Kenan-Flagler Business School, where he was a Kenan-Flagler Fellow; and a JD from the University of the Philippines College of Law, where he later taught tax and constitutional law as a professorial lecturer. He is a regular contributor to LexisNexis, IBFD, and the Linklaters global data privacy guide.

Jude has been named among the Top 100 Lawyers in the Philippines by the Asia Business Law Journal for seven consecutive years, including 2026, and has been recognized by Asialaw Profiles as a Leading Lawyer for M&A.
