BSP issues Circular Letter No. CL-2025-017 for the Publication/Posting of Statement of Condition and/or Consolidated Statement of Condition, and Balance Sheet

On 15 April 2025, the Banko Sentral ng Pilipinas (“BSP”) issued Circular Letter No. CL-2025-017 requiring all Non-Bank Financial Institutions with Quasi-Banking (“NBQB”) Functions and/or Trust Entity and Trust Corporations (“TC”) to cause the publication/posting of their Statement of Condition (“SOC”) as of 31 March 2025 of their head office, branches and other offices side-by-side with their Consolidated SOC of parent institution and its subsidiaries and affiliates, or Balance Sheet (“BS”), as applicable. 

Such SOC and/or consolidated SOC, or BS must be published in a newspaper of general circulation in the city or province where their principal office is located. If there is no such newspaper in the city or province where their principal office is located, they may cause publication in Metro Manila or in the nearest city or province. All NBQBs and TCs must comply within twenty (20) working days from 15 April 2025. The original and copy of the required documents shall be scanned and submitted in pdf format within the same period. 

Additionally, copies of the required documents, along with the publisher’s certificate shall also be scanned and submitted within five (5) working days from the date of publication to the following email addresses:

1. fssmail@bsp.gov.ph for NBQBs; and
2. sdctc-pbs@bsp.gov.ph for TCs.
